«MÁS IMPUESTOS MENOS CRECIMIENTO, ¡LÓGICO! Por: Luis Pazos. (Opinión)

Mayores impuestos menor crecimiento es una afirmación de lógica elemental que pasan por alto gobernantes y economistas irresponsables.

Preocupante que economistas que presumen sus posgrados e instituciones como la OCDE, olviden en sus recomendaciones a los gobernantes principios económicos que demuestran su validez con simples reflexiones lógicas o evidencias empíricas, al examinar los resultados de los altos impuestos en el mundo.

Menor crecimiento impuestos “Et ceteris paribus”, sin que otras condiciones cambien, a mayores tasas de impuestos menor crecimiento económico y a menores tasas de impuestos, mayor crecimiento.

La base estructural del crecimiento económico es la inversión, que consiste en destinar una parte de las ganancias empresariales a incrementar la capacidad de producción o a la capacitación en las unidades productivas.

Muchos economistas, Secretarios de Hacienda y organismos que teóricamente promueven el crecimiento, como la Organización para la Cooperación y el Desarrollo Económico, OCDE, recomiendan irresponsablemente, ante un gasto deficitario de un gobierno, aumentar impuestos en lugar de reducir gastos.

Olvidan que las ganancias, base de la inversión y de los impuestos, salen de la misma bolsa. Si tengo 10 pesos de ganancia y pago 5 de impuestos, solo me quedan 5 para invertir. Si aumento impuestos y tomo 6 pesos de las ganancias, me quedan 4 para invertir, y aumentar el crecimiento. ¡Lógico!, habrá menos crecimiento, cuestión de sumar y restar.

Pero si no entiendes esta simple operación aritmética, por tener demasiados estudios en economía o darle una solución que le guste a un gobernante “gastalón”, le aconsejarás, con base en complicadas ecuaciones matemáticas, que gastando más, imprimiendo dinero, endeudándose o aumentando impuestos, crearán empleos y reducirán la desigualdad, y aunque no entiendan esas fórmulas, los gobernantes irresponsables te harán caso, pues esas recetas les justificarán sus derroches.

Una realidad del tamaño del mundo confirma la sencilla operación aritmética que te mostramos. Los países asiáticos crecen el doble o más que los europeos porque sus tasas de impuestos son más bajas. El aumento del crecimiento en los EUA se debe en gran parte a la reducción de impuestos.
