Los mexicanos no sabemos hacer política ni hemos entendido qué es la democracia, mucho menos la hemos asimilado como principio ético. Aunque suene fatalista, si no reconocemos nuestras carencias y limitaciones, sucumbiremos en nuestros empeños de servir y ser útiles a los demás y a nosotros mismos.

Es menester rescatar el honor de ser político. Asumir la profesión como la más digna entrega en el propósito de resolver problemas que a todos nos afligen. Su primigenia e insustituible capacidad consiste en reconocer los hechos. Tenemos una añeja hemiplejia moral y una sobredosis ideológica poblada de mitos y prejuicios para distorsionarlos, maquillarlos, revestirlos de mentiras y engaños. Intentar cambiarlos con leyes demagógicas que son más anhelos que auténticas normas jurídicas, más temprano que tarde nos pasan las facturas letales. Patología a la que se refiere el poeta José Gorostiza: Ilusión, nada más gentil narcótico / que puebla de fantasmas los sentidos ‘o bien’ espejo ególatra / que se absorbe a sí mismo contemplándose”.

Se podría hacer un voluminoso compendio de la ceguera de nuestros gobernantes para entender los desafíos de sus tiempos en el poder. Desde Moctezuma, enviando obsequios a Cortés para convencerlo de regresarse, dado lo imposible de la conquista, hasta la cancelación del NAICM y de las inversiones particulares en los proyectos para extraer hidrocarburos. En la conformación y ejecución de las políticas públicas hay una equivocación, madre de todos los desastres: no ser realista.

Tan importante es conocer la circunstancia en que se gobierna, como el conocimiento de la condición humana para designar colaboradores. Infinidad de estudios diseñan métodos para elegir funcionarios que se aproximen al perfil requerido de cada puesto. En nuestro caso –destacadamente en el actual gobierno– el criterio ha sido la afinidad partidista y la obsecuencia para acatar las órdenes del jefe.

Igual de dañino a la carencia de políticos auténticamente profesionales es la carencia de demócratas.

Para ejercer el poder, Porfirio Díaz impuso su voluntad con suavidad, parsimonia, adaptación y, en no pocas ocasiones, con energía y excesos en sus facultades como titular del Poder Ejecutivo. Con matices, todos nuestros gobernantes, desde Venustiano Carranza, lo han imitado. La idea nuclear de su estilo personal de gobierno la reiteraban “los científicos”, como se les denominaba a los ideólogos que lo acompañaron en su largo trayecto: “Los mexicanos necesitan de un padre benévolo que los guíe y que aplique el sentido general de la ley”.

La cultura que una democracia requiere se constituye de hábitos, usos y costumbres que se van decantando en su reiterada práctica sin que se requiera la sanción del Estado. Frustrante ha resultado el intento de cambiar al pueblo de México con leyes. Un solo dato: de 1917 a 1984, nuestra Constitución se ha reformado en 183 ocasiones. Esto se agrava en los últimos 35 años, que se ha modificado 536 veces. De 21,173 palabras en 1917, más los transitorios, en 2019 rebasó las 125 mil.

México no puede seguir viviendo en la esquizofrenia del contraste entre el México real y el México legal. Ninguna democracia prospera sin que el respeto a la ley sea un hábito. La lista de patologías políticas es inagotable.

Una conclusión se infiere. Insisto, tenemos un grave problema de cultura política. El acucioso historiador José C. Valadés relata, en una biografía de obligada lectura, que Francisco I. Madero creó, en octubre de 1904, en San Pedro, Coahuila, “Un club político, independiente en medio de aquel océano de poder y violencia”. Por ahí debemos recomenzar en un pacto para, desde el municipio, aprender qué significan política y democracia. Que aquel inicial y frustrado proyecto nos sirva como antecedente, de lo contrario continuaremos con nuestra prostituida utopía.
